Esta publicación resume la evolución de la movilidad y el desarrollo urbano para 15 áreas metropolitanas de América Latina que forman parte del Observatorio de Movilidad Urbana (OMU) de CAF. Para esto, un grupo de expertos describen su historia y las condiciones actuales de la movilidad en sus territorios con datos del OMU. De esta forma, el documento permite un análisis integrado, con comparaciones entre los procesos ocurridos en la región.
El libro ha sido estructurado en capítulos por cada área metropolitana, que describen sucintamente la historia del desarrollo urbano y de su sistema de transporte e incorporan datos de las condiciones actuales de la movilidad. Un capítulo adicional compara las condiciones de movilidad actuales de las 15 ciudades y resume los datos completos del reporte oficial del OMU (CAF, 2010).
Por último, se presentan las conclusiones obtenidas del análisis efectuado sobre las ciudades presentadas. El libro constituye un aporte para el análisis que debería realizarse, en el menor plazo posible, de la situación de la urbanización en América Latina para estructurar políticas públicas y comportamientos que contribuyan al desarrollo y a la sostenibilidad de las áreas urbanas de la región y su movilidad.

Considering the challenges of limited oil resources, increasing energy prices, climate change, environmental pollution and health risks, it is essential to establish an efficient transport system that meets demand, but consumes as little energy as possible. The SUTP Sourcebook Module 5h titled "Urban Transport and Energy Efficiency" serves as a navigator for decision makers and stakeholders, including local and national authorities, the private sector and non-governmental organisations. It provides a comprehensive overview of measures and policies designed to promote greater energy efficiency in transport, and assigns specific tasks and responsibilities to particular parties. En el informe deberá existir coherencia entre el análisis adelantado en el estudio de Ivarsson y los nuevos planteamientos.
- El diseño de la reestructuración del servicio y las necesidades de par y paso para la adopción del nuevo sistema.

Las políticas de transporte pueden tener un impacto significativo en el desarrollo económico del país y por ende en la calidad de vida de los mexicanos. El transporte es crítico para las actividades económicas (transporte de bienes y mercancías, transporte al trabajo, transporte de turistas, compras, entre otros), por lo que sistemas de transporte eficientes impulsan el desarrollo económico y social de México. De igual modo, si son eficientes, reducen las exter- nalidades o costos negativos generados a la sociedad por el automóvil, como: pérdidas económicas por congestión, costos de salud, accidentes y daños ambientales, entre otros.

There is growing interest and demand for the high-quality bus systems as cities seek low-cost, sustainable urban transportation solutions. As the number of systems in the world increases, current, accurate and complete information about existing and planned systems becomes increasingly important but difficult to collect.
The goal of BRTdata.org is to improve the sustainable transport community's access to reliable and current data about the BRT and bus corridors currently in operation. We aim to improve the quality and impact of the industry by opening up access to data about the design, performance and cost of these systems. The platform provides a convenient repository of data from a variety of sources including researchers, transit agencies, municipalities and NGOs.

Estudio de factibilidad para metro de Lima, Perú

Con motivo de la necesidad de un sistema de transporte urbano masivo integrado para cubrir la demanda del Área Metropolitana de Lima Callao, de casi 9 millones de habitantes hoy y 12 millones previstos para 2030, el Gobierno francés aportó su apoyo a la Municipalidad Metropolitana de Lima con un estudio de factibilidad de una línea de metro expreso subterráneo financiado por una donación de cerca de 1 millón de dólares (670 774 euros). Este estudio ha sido realizado por las empresas de ingeniería SYSTRA e INGEROP, ambas reconocidas a nivel mundial. Se basa en un análisis de las necesidades de movilidad de Lima a largo plazo y propone una línea de metro expreso en el eje Norte Sur, el eje más cargado en cuanto a pasajeros en toda la aglomeración. El estudio fue presentado en el marco del Seminario "Una gran línea de Metro Expreso Subterráneo Norte-Sur. Futuro del transporte urbano masivo de Lima", el 21 de marzo de 2012 organizado por la embajada de Francia en el Perú.

The purpose of this research project was to review international best practice for auditing public transport (PT) accessibility and to develop and pilot a New Zealand-specific PT accessibility audit methodology.
The accessibility audit takes a whole-of-journey approach to accessibility, thus incorporating the following elements:
Auditing the accessible journey means that all the steps needed for a person to get from their home to their destination and then home again are regarded as linked and of equal importance. If one link is broken or inadequate, the whole journey becomes impractical or impossible.

The Future of Urban Mobility: Towards networked, multimodal cities of 2050

Management consultancy Arthur D. Little’s new global study of urban mobility assesses the mobility maturity and performance of 66 cities worldwide and finds most not just falling well short of best practice but in a state of crisis. Indeed it is not putting it too strongly to say that many cities’ mobility systems are standing on a burning platform and if action is not taken in the very near future they will play a major role in slowing the growth and development of their host nations.
What is needed is innovative change. This report highlights what is holding them back, showcases best practice and identifies three strategic imperatives for cities and three clusters of future business models for mobility suppliers that will enable cities to meet the urban mobility challenge.
Methodology
Arthur D. Little assessed the mobility maturity and performance of 66 cities worldwide using 11 criteria ranging from public transport’s share of the modal mix and the number of cars per capita to average travel speed and transport-related CO2 emissions. The mobility score per city ranges from 0 to 100 index points; the maximum of 100 points is defined by the best performance of any city in the sample for each criteria. In addition the study reviewed and analysed 39 key urban mobility technologies and 36 potential urban mobility business models.

The original objective of this study is to scan the internet and other information technology sources to identify innovative marketing techniques that have been attempted to date by, in and surrounding the public transportation industry, and to solicit ideas for more unconventional applications that transit agencies and TDM professionals can consider. The investigation led to the uses, applications, marketing and communications potential of social media for the public transportation and Transportation Demand Management industries. Social media afford low cost, high impact techniques that can be easily and quickly employed to reach target markets and audiences. The study also provides tools, in the form of a guidebook and dedicated website, for transit agencies to use the various social media for their own tailored marketing approaches. Social media tools addressed in the study include social networks, weblogs, audio/video blogs, microblogs, photo and video sharing, and user-generated content. In each, specific examples of applications for the public transit and Transportation Demand Management industries is examined and explained. The guidebook provides clear instructions for how agencies can utilize the media and the projected benefits, and is complete with embedded links to resources and information. There is also a dedicated website, www.gosocialtransit.com that accompanies the guidebook and provides an overview of each media and links to industry applications.

Mexico City’s Newest BRT Line goes from Historic Center to the Airport

La ciudad de México está desarrollando la línea 4 de BRT. El recorrido irá del centro histórico al aeropuerto y estará interconectado con los otros sistemas de Transporte como el metro, tren suburbano y otras líneas de Metrobus y rutas de microbuses. El tiempo de viaje de los pasajeros será reducido de una hora y media a cincuenta minutos.

GTZ sourcebook module on "Intelligent Transport Systems" updated
Technology has been playing an important role in promoting vehicular safety, reducing driving stress, comfortable travel and increased efficiency of the whole transport system. These technologies applied in a package are called “Intelligent Transport System (ITS)”.
Often, policy-makers are in a situation where they are not properly informed on the right technological choices. The GTZ Sourcebook module on “Intelligent Transport Systems (ITS)” focuses on choices for a city and also informs the reader of the various available ITS options, their function and advantage.
The module was written by Mr. Phil Sayeg and Prof. Phil Charles and also updated by the authors.

Coordination of public expenditure in transport infrastructure: Analysis and policy perspectives for Latin America

Multinational transport infrastructure (MTI) projects are fraught with coordination issues. This paper contributes by identifying the key issues necessary for effective MTI coordination, analyzing them using economic theory and putting them into perspective within the framework of major ongoing coordination efforts for MTI in Europe and Latin America. Specifically, this paper carries out the following. First, after mentioning the importance of transport infrastructure for growth and integration, we describe the characteristics of transport networks that make coordination essential. Second, we motivate the need for public funding of MTI projects. Third, we analyze interaction between countries in MTI projects using game theory, highlighting how coordination problems arise in both static and dynamic settings, focusing on the Stag Hunt and iterative-move coordination games under perfect information. Fourth, we evaluate the experience of the Trans-European Transport Networks (TEN-T), a key element of European transport policy, trying to identify lessons that might be useful for ongoing coordination efforts in Latin America. Fifth, we review the Initiative for the Integration of Regional Infrastructure in South America (IIRSA), describing how it works and how it has contributed to coordination of MTI projects. Sixth, we present policy implications derived from our analysis of economic theory and both the European and South American coordination experiences, specifically proposing how the coordination solutions that have been put in place in IIRSA could be improved through better evaluation and selection of MTI projects, measures aimed at easing the binding financial constraints, and closer coordination between governments. Finally, we conclude with a discussion that brings together the main results and implications of the paper, and suggests avenues for future work.

¿Cómo influye el sistema laboral de las empresas de transporte público en la problemática del tránsito limeño?

Esta investigación nace de la preocupación por entender la problemática del tránsito limeño desde una perspectiva poco analizada: la de las empresas de transporte público. Es común escuchar calificativos negativos de los limeños hacia los choferes y cobradores que participan en el tránsito. Nosotros queremos alejarnos de dichos calificativos que, a nuestro entender, se producen sin siquiera conocer la realidad del tránsito en general. Así, buscamos entender por qué los choferes manejan de la manera que lo hacen. Consideramos que uno de los factores clave que explica el modo de manejar de los choferes recae en el sistema laboral en el que se encuentran. No es que los choferes sean “unas bestias” com muchos limeños los caracterizan, sino que están inmersos en un sistema laboral que quizá los obliga a manejar así o, por lo menos, no desincentiva dicha práctica de manejo. Fue este el interés el que dio origen a dicha investigación. Creemos que para entender el modo de manejo de los choferes, que es uno de los principales causantes del caos en el tránsito limeño, es fundamental comprender cómo funcionan las empresas de transporte público para las que ellos trabajan.
