Adapting road procurement to climate conditions

The world's climate is changing. It is well recognized that technical standards and project specifications of public infrastructure have to be adjusted, depending on the climate. However, it is less recognized that the public infrastructure procurement also needs to be adjusted. This paper examines a particular case of rural road procurement in Nepal. Severe weather conditions, such as heavy rains and storms, are likely to interrupt civil works and wash away unpaved or gravel roads. It is found that heavy precipitation causes delays, but not cost overruns. The paper also shows that budgetary efficiency and credibility could be improved by taking climate conditions into account. If future precipitation were anticipated by backward-looking expectations, many large project delays could be avoided. If the autoregressive precipitation model were used, the vast majority of the observed delays could be eliminated.

It contains all the recommendations on road signs that have been adopted by the WP.1 up to and including its fifty-ninth session (22-24 March 2010) and replaces all the previous versions of R.E.2

Better economic regulation: The role of the regulator

Efficient provision of transport infrastructure is critical to economic growth. The long asset lives of much transport infrastructure indicates governance through regulation, rather than through contract or public ownership. This can ensure predictability in long-term relationships whilst preserving some flexibility to deal with changes in external circumstances.

The transparency created by a fully independent regulator is invaluable for ensuring sufficient investment is forthcoming, while maintaining reasonable conditions for user access. Discussion at the Roundtable focussed on how to achieve effective independent regulation and how to reconcile independence with the legitimate control of policy by the executive part of government.

Independent regulation is not seen as a universal default governance arrangement. Much of the discussion focused on when to regulate and when to rely on competition, even if imperfect, to drive efficiency. The discussions underscored that there are opportunities to improve performance significantly in the aviation, rail and road sectors, by learning from successful experience in improving governance structures in a range of countries.

Uruguay: Análisis del sector transporte

El presente informe es un análisis del sector transporte de la República Oriental del Uruguay e incluye tanto el transporte de carga como de pasajeros en sus diferentes modos: vial, ferroviario, acuático y aéreo. No se incluye la problemática del transporte urbano.

En cada uno de los modos se analiza la infraestructura, las operaciones, el marco institucional y regulatorio, y las fuentes de financiamiento. En particular, en lo que se refiere a la infraestructura –aspecto en el que el documento hace énfasis– se estudia su condición general y principales limitaciones, el rol del sector privado, los planes de inversión y las políticas vigentes. También se identifican algunas recomendaciones sobre a acciones a implementar.

Este documento resume un estudio más amplio que CAF realizó como parte de la evaluación sectorial que se efectúa en los países miembros. A través de la publicación de boletines sectoriales que, como el presente, realiza la Dirección de Análisis y Programación Sectorial (DAPS), se difunde el conocimiento y se presentan los análisis que efectúa la institución. El estudio mencionado fue realizado por un grupo de consultores coordinado por el Ingeniero Jorge Kohon, quien también redactó la sección correspondiente al transporte ferroviario; Mario Cammarota tuvo a su cargo el tema vial; Martín Sgut el transporte acuático; y, finalmente, Andrés Ricover desarrolló el tema del transporte aéreo.

1º Inventário nacional de emissões atmosféricas por veículos automotores rodoviários: relatório final

O 1º Inventário Nacional de Emissões Atmosféricas por Veículos Automotores Rodoviários representa um subsídio valioso para a atuação do poder público e da própria sociedade no planejamento, implantação e acompanhamento de políticas voltadas à melhoria da qualidade ambiental e à mitigação das mudanças climáticas. Trata-se de um instrumento que, ao definir uma metodologia de referência nacional, restaura a missão institucional contínua de cumprir as demandas do principal marco normativo da gestão da qualidade do ar no país, o Programa Nacional de Controle da Qualidade do Ar (PRONAR), instituído pela Resolução CONAMA nº 5 de 1989 que pressupõe, entre outros, a implantação do Programa Nacional de Inventários de Fontes Poluidoras do Ar.

O presente documento apresenta as emissões de 1980 a 2009 e as projeções até 2020 dos poluentes regulamentados pelos programas PROCONVE e PROMOT: monóxido de carbono (CO), óxidos de nitrogênio (NOx), hidrocarbonetos não-metano (NMHC), aldeídos (RCHO) e material particulado (MP); além dos gases de efeito estufa, dióxido de carbono (CO2) e metano (CH4). O Inventário permite ainda, conhecer as contribuições relativas das frotas de automóveis, veículos comerciais leves, ônibus, caminhões e motocicletas nas emissões; e como as diferentes fases dos programas responsáveis desde 1986 pela introdução de combustíveis de melhor qualidade e tecnologias automotivas mais avançadas influenciaram, e ainda poderão influenciar as emissões.

Como instrumento de gestão ambiental, a elaboração do Inventário Nacional é, portanto, uma iniciativa que extrapola em muito a compilação de informações geradas por diferentes instituições públicas e privadas, permitindo que, entre seus inúmeros usos, contribua para a definição de novos limites de emissão, para a melhoria da qualidade dos combustíveis, ou sirva de subsídio a programas de eficiência energética. Quando detalhado para a escala local, constitui informação valiosa também para auxiliar na avaliação do impacto das emissões sobre a saúde humana e para o planejamento, a elaboração e a avaliação dos Planos de Controle de Poluição por Veículos em Uso (PCPV).

La Regulación de la Infraestructura de Transporte en el Perú: Lecciones y Agenda Pendiente

El objetivo del presente artículo consiste en realizar un balance del proceso regulatorio seguido en el sector de infraestructura de transporte bajo el ámbito del OSITRAN, para rescatar las principales lecciones e identificar los retos pendientes de la institución, y definir una agenda pendiente de mediano y largo plazo, en aras de velar mejor por los intereses de los inversionistas, usuarios, y hacerlo de forma transparente y justa.

Después de 10 años de experiencia en la regulación del sector, se pueden mencionar como lecciones: la importancia de contar con un margo legal y regulatorio claro y preciso; la necesidad de que el OSITRAN participe en el diseño de los Contratos de Concesión, en los procesos de licitación y tenga una mayor interacción con la agencia de competencia (INDECOPI); los beneficios que representan la incorporación de mecanismos de incentivos en dichos contratos y la existencia de los Consejos de Usuarios. Identificadas las lecciones, se propone la siguiente agenda: una mayor difusión de la cultura regulatoria, y fortalecimiento de la independencia, autonomía y capacidad del OSITRAN; apuntar a un marco regulatorio que mitigue las asimetrías de información entre empresas reguladas y el regulador, y que concentre esfuerzos hacia una regulación por incentivos; incrementar las sinergias con la agencia de competencia; y prestar atención a los retos que demanda la multimodalidad en materia regulatoria.

El Reto de la Infraestructura al 2018: “La Brecha de Inversión en Infraestructura en el Perú 2008”

El presente documento estudia el reto que enfrenta el Perú en lo que respecta a crear las condiciones necesarias para permitir el desarrollo de largo plazo del país. Es un esfuerzo por estimar la inversión que requiere el Perú para cerrar la “brecha de infraestructura”, estimada usando un horizonte de diez años . Esta inversión permitiría que la provisión de esta infraestructura básica alcance niveles de suficiencia, que se explican más adelante, considerando las demandas estimadas de la población y de la actividad económica hacia el año 2018. La existencia de infraestructura adecuada resulta importante para el sostenimiento tanto del crecimiento que el Perú ha tenido en los últimos años como del mejoramiento de la calidad de vida de la población, pues la creciente apertura comercial y la actual crisis económica internacional requieren de un elevado nivel de competitividad y de progreso social, que permita mantenernos a la par de las condiciones existentes en países comparables.

Infrastructure policy in the USA-Mexico border: Evaluation and policy perspectives

This paper presents a case study about the road infrastructure needs, and its impact on accessibility and industrial productivity in the US-Mexico border. The paper focuses on the analysis of three networks of projects that were presented in a report prepared for the 35th US-Mexico Border Governors Conference in 2007. These projects comprise a series of local and interregional roads located in the western, central, and eastern areas of the border region. The analytical work uses the North American Road System Model (NARS), a GIS application, to assess the effect of the infrastructure improvements on accessibility at different geographic scales. Finally, we estimate the impact of these accessibility gains on industrial productivity as an application of the econometric assessment presented in Duran (2007). The results of the paper confirm the importance of the road infrastructure in this region. They indicate that the productivity gains that can attributed to accessibility improvements are large enough to paid for the cost if new infrastructure during the life span of the project.

The use of roads depends on transport modes used by people and those moving
goods. Clearly rail, water and airborne transport do not make direct demands on
the road network, but in many situations access to their terminals requires road
transport. The use of public transport depends on its price and service
characteristics in relation to current travel needs and these in turn depend on
modal characteristics network coverage and capacity. This note looks at the use
of public transport today, how it has changed over recent years and the role it is
likely to play in future.

The use of different means of transport depends on the types and patterns of
service required by people and those involved in logistics. These have changed
over the years with increasing reliance on road transport, with its greater ubiquity
and flexibility, and individualised forms of transportation that can quickly and
conveniently adapt as the demands made upon them change.

Low Volume Rural Road Environmentally Optimised Design Manual

The objective of this project was to relate the new Laos LVRR Standards and Specifications to the road design process using an EOD approach. This was done by elaborating EOD guidelines targeted for Laos engineers in the field. The manual:

i. Links LVRR design procedures to the standards and specifications;
ii. Focuses the allocation of scarce resources in the most efficient and sustainable manner;
iii. Is user friendly and written in English and Laos languages; and,
iv. Was tested for Laos conditions.
