Keeping climate change solutions on track: the role of rail

Transport brings enormous benefits to society through access and mobility, but it also has many external costs, including its contribution to climate change. Transport has a key role to play within solutions to climate change as current transport structures are responsible for extreme pressures on energy resources and ecosystems through a dependence on fossil fuels.

Rail presents a low carbon mode of transport, and continued energy efficiency improvements and increases in modal shift to rail from road and air are crucial to support the transition to low carbon mobility.

The technological and operational developments in rail, financial investments from international funds and governments, and the commitment of rail operators demonstrate not only the current status of rail, but more importantly the potential for rail to contribute to global emissions reductions in 2010 and beyond. Indeed the rail sector is ready to be part of the solution to climate change; the UIC Declaration on Sustainable Mobility and Transport (attached at the end of this document) outlines this commitment.

Pedestrian and Bicyclist Safety and Mobility in Europe

Pedestrian and bicyclist deaths accounted for 14 percent of U.S. highway fatalities in 2008. The Federal Highway Administration, American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study of five European countries to identify and assess effective approaches to improve pedestrian and bicyclist safety and mobility.

The scan team gathered information on strategies and approaches in the areas of engineering, education, enforcement, encouragement, and evaluation. The team learned that many of the countries studied have established an urban street user hierarchy that gives the highest priority to walking, biking, and public transit.

Team recommendations for U.S. implementation include encouraging transportation policy that gives walking, biking, and other nonmotorized modes the highest priority in the road user hierarchy. The team also recommends evaluating innovative strategies and designs to improve pedestrian and bicyclist safety for possible U.S. use, institutionalizing traffic safety education that starts at an early age, and developing programs that encourage regular walking and biking.

1. El objetivo del DPR es revisar el estado de la infraestructura productiva del Uruguay y las políticas de desarrollo que la rigen, para proponer opciones de política de largo plazo que contribuyan a alcanzar un nivel de desarrollo económico mayor y sostenible, basado en la premisa que existe un vínculo entre el desarrollo de la infraestructura de un país y su crecimiento económico. El estudio presenta (i) un diagnóstico de los sectores de la infraestructura productiva que más impacto tienen en el la competitividad económica del país, usando como herramienta de análisis la medición de la eficiencia de los sectores, y el análisis de las instituciones y regulaciones y en qué medida éstas constituyen un obstáculo para que el Uruguay de un salto cualitativo importante en el desarrollo de su infraestructura y por consiguiente en su crecimiento económico y (ii) una agenda de opciones de políticas para los sectores de transportes y electricidad priorizada en términos del impacto en la competitividad de la economía. Este informe es, por consiguiente, un aporte importante al dialogo de política sectorial entre el país y el Banco Mundial.

El análisis se desarrolla en lo posible haciendo una distinción entre la infraestructura y su provisión y los servicios que en ella se apoyan y su provisión, de manera a dar una mayor profundidad al análisis y obtener mayor entendimiento sobre la interacción entre la provisión del servicio final y la infraestructura. Por ello, para que el análisis sea integral se estudió: (i) la infraestructura vial y el mercado del transporte de carga por carretera; (ii) el servicio de transporte ferroviario y su correspondiente infraestructura; (iii) el sistema portuario nacional y los servicios de transporte marítimos; y (iv) el servicio de suministro de electricidad en todos sus aspectos.

Análisis y mejoramiento de la competitividad en el transporte internacional de carga

El objetivo general del estudio es proponer medidas que tiendan directamente a mejorar la competitividad de los servicios de transporte internacional terrestre de carga, efectuado por operadores nacionales, considerando la identificación e implementación de incentivos, correcciones al modelo de costo de las empresas y la incorporación de mejoras operacionales a sus servicios.

Se señala además que estas propuestas deberán tener por finalidad la compensación de las asimetrías analizadas en el estudio “Análisis del Transporte Internacional” y el análisis y propuestas de estrategias competitivas a modo de generar condiciones apropiadas para que los servicios de transporte internacional terrestre efectuados por operadores nacionales, recuperen una participación relevante en el mercado.

Climate for Change: Global warming & the automobile

If CO2 emissions from passenger cars are to be reduced, there must be an effective strategy to promote fuel efficiency and to reduce car dependency. This will require policies that encourage the development of new vehicle and fuel technologies, persuade the consumer to purchase fuel economic vehicles and offer a greater choice of alternative transport options. It is vital to recognise that global warming is a shared problem, and must be dealt with in partnership. All sectors of transport have a role to play, including the regulatory and planning authorities whose decisions can have as great an impact on the environment as any actions by vehicle producers or users.

Representing some 100 million motorists worldwide, the AIT & FIA recognise the responsibility of all users of passenger cars to contribute to achieving the emissions reductions decided at the Kyoto Conference. Below, we set out a framework for achieving such reductions.

Cost-benefit analysis (CBA) is indispensable for making good decisions on what transport projects to fund. It essentially aims to figure out which projects offer the best value for money. However, the practical relevance of CBA does not always live up to its appeal in principle. One problem is that there is sometimes disagreement over what to include in CBA, both on the cost side and the benefits side of the analysis. As a result, value for money is not always fully transparent. More politically, value for money is only a partial criterion for decision-making, leading to disagreement about the relative importance of the results from CBA compared to other inputs to the decision-making process.

This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs. The focus then turns to how best to present guidance on project selection to decision makers. The report includes papers on the way CBA is used in three countries – France, Mexico and the United Kingdom – and how it is evolving in response to changing policy priorities.

This document was produced as background for the 2011 International Transport Forum, on 25-27 May in Leipzig, Germany, on Transport for Society.

While greater account is increasingly being taken of gender in a variety of areas, little progress has been made in this respect in the transport sector. In both developed and developing countries, our societies are gendered in that women and men play different roles, notably because household chores and children are mainly the preserve of women, which reduces the time they have available for activities for which they are responsible and for the trips they need to make in order to perform these activities.

Development, employment and even health policies must take account of the issue of travel. And to do this successfully, it is essential to seek ways in which to incorporate the issue of gender into policies relating to mobility and transport.

At present, it is no longer women’s non-governmental organisations that stress this point, but the community as a whole. It is for this reasons that this theme is now being examined in greater depth by the International Transport Forum which commissioned this report.

The report begins with an overview of the situation, and then presents good practices and a set of recommendations. It addresses both developed and developing countries, urban and rural areas, and infrastructure and services.

Green growth and transport

Transport figures prominently on green growth agendas. The reason is twofold. First, transport has major environmental impacts in terms of greenhouse gas emissions, local air emissions and noise. And managing congestion more effectively is part of the broader agenda for more sustainable development and better use of resources invested in infrastructure. Second, a large part of public expenditure to stimulate green growth is directed at transport sector industries. This concerns most notably alternative vehicles, and particularly electric cars, a key part of strategies to decarbonise transport. Several countries also financed car scrapping and replacement schemes as a short term response to the 2008 financial crisis. The primary goal here was counter‐cyclical stimulus for the car manufacturing industry with, in most cases, a secondary goal of reducing CO2 emissions and fuel consumption through fleet renewal.

Some governments also include investment in high speed rail as a central element of longer term green growth policies, aiming at a shift in passenger traffic from cars and short haul aviation to rail. Green growth is a useful paradigm that re‐packages several existing concepts, including durable economic activity, reduced environmental impact and sustained growth in high quality jobs, under one banner and in such a way as to frame coherent, cross‐sectoral policies. But focusing on green growth as such does not obviate the need for governments to assess policies carefully according to their long‐term economic, environmental and social impacts. There are tradeoffs between the various dimensions of green growth. Reducing emissions, for example, comes at a cost to road users and to taxpayers and as green growth policies spread it may be necessary to review the way the transport sector is taxed and contributes to aggregate tax revenue (Van Dender and Crist 2010).

This section of the report briefly examines policies to support electric vehicles, vehicle replacement schemes and high speed rail and reviews the political economy of introducing congestion charges from experience to date with charging systems around the world. It ends with a review of indicators developed for the assessment of transport investments and policies. Assessment methodology is relatively mature in this sector and the tools developed to support transport sector decision‐making in some countries provide a good basis for the assessment of green growth apolicies cross the economy.

Inversión en infraestructura en el Perú: Impacto y alternativas

La crisis financiera internacional de los últimos dos años ha reforzado la importancia de la aplicación de políticas anticíclicas, que permitan reducir los efectos adversos ocasionados en el sector real y financiero; en especial, en los países emergentes. En particular, la expansión del gasto fiscal plantea la oportunidad de desarrollar infraestructura.

La infraestructura genera empleo, mejora la competitividad de un país y la calidad de vida de sus habitantes. El desarrollo de la infraestructura origina externalidades positivas, que permiten a las empresas ser más eficientes, competitivas y contribuir al desarrollo económico; no obstante, lo más resaltante es que estos efectos se prolongan en el mediano y largo plazo.

Por ello, muchos especialistas coinciden en que la mejor política económica para combatir el ciclo económico es la inversión en infraestructura. Entonces, se puede considerar que hoy, analizar la capacidad de un país para desarrollar proyectos de infraestructura equivale a analizar su capacidad para enfrentar una crisis.

Organismos como el Banco Mundial y el Fondo Monetario Internacional (FMI) señalan la importancia de la inversión en infraestructura e indican las medidas necesarias para alcanzar los Objetivos del Milenio, entre los que se encuentran el combatir la pobreza y alcanzar un mayor desarrollo. Entonces, al respecto, sugieren que es necesario un incremento sustancial de las inversiones. En ese sentido, sostienen que los países de ingreso bajo y mediano bajo deberían duplicar sus inversiones en infraestructura (se considera tanto la inversión como los gastos de operación y el mantenimiento).

Las necesidades de infraestructura varían en forma dinámica, a fin de sostener una oferta dirigida a un mercado global y continuamente competitivo. En tal sentido, requiere un impulso permanente, así como los mecanismos que promuevan su realización de manera sostenida. Dichos mecanismos, sin dejar de ser rigurosos, deben conducir a la concreción de compromisos de inversión crecientes. De otro lado, la inversión en infraestructura no solo debe ser responsabilidad de los Gobiernos, sino que también debe ser asumida por el sector privado, obviamente con condiciones que resulten atractivas.

El presente estudio, a partir de la estimación del impacto de la inversión en infraestructura en el PBI, analiza y plantea tres alternativas, a fin de conseguir mecanismos sólidos y evaluaciones flexibles y sistematizadas, que asistan a los procesos y a los evaluadores en su rigurosa tarea de admitir y dar paso a mayores niveles de inversión en infraestructura, en todo orden de magnitud.

Impact of transport and logistics on Nicaragua's trade competitiveness

This preliminary report is part of a research effort conducted under the Trade Enhancement Service Sector (TESS) project, under contract for the United States Agency for International Development (USAID) in Washington, DC. (Contract No. PCE-I-07-97-00014).

The TESS Project is intended to encourage and support enhancement of the trade and service sectors to promote economic development and country competitiveness. Specifically, the project provides technical support in advancing the understanding of constraints and competition in services sectors, such as transportation, and in developing and disseminating best practices for liberalization and enhancing systematic efficiency. The Nicaragua case study is the first of four case studies to be conducted throughout the course of the project. It was completed by Santiago Sedaca, Team Leader; Nimish Jhaveri, International Logistics Management Consultant; and Karen Adair, International Transport and Customs Consultant. Amanda Fonseca, a local research economist, and the Nicaragua-based transportation consulting firm, CONSULMAR, provided support.

In contrast to the traditional border management reform agenda, with its focus on improving customs operations, this book addresses both customs reform and areas well beyond customs-a significant broadening of scope. The book thus presents a new, more comprehensive approach to trade facilitation through border management reform: an approach that embraces a much wider, 'whole of government' perspective.

The objective of this book is to summarize and provide guidance on what constitutes good practices in border management looking beyond customs clearance. The contributions to the volume make clear that there are no simple or universally applicable solutions. Instead, the aim is to provide a range of general guidelines that can be used to better understand the complex border management environment and the interdependencies and interrelationships that collectively need to be addressed to secure meaningful change and improvement.

The Cost of Being Landlocked

This book proposes a new analytical framework to interpret and model the constraints faced by logistics chains in landlocked countries. The case of LLDCs has naturally received special attention for decades, including a specific set of development priorities based on the idea of dependence over the transit state. In this context, efforts to tackle the cost of being landlocked have been mainly directed to ensure or facilitate freedom of transit through regional/multilateral conventions, and to develop regional transport infrastructure. In contrast, analysis of service delivery constraints has been seriously neglected and could explain the disappointing implementation of regional transit agreements and massive investments in corridors for exports diversification in landlocked economies.

Based on extensive data collection in several regions of the world, this book argues that although landlocked developing countries do face high logistics costs, these do not result from poor road infrastructure –contrary to conventional wisdom-since transport prices mainly depend on trucking market structure and organization. In turn, high logistics costs depend on low logistics reliability and predictability, which are sensitive to rent-seeking and governance issues.

This volume proposes three types of measures with the largest potential gains in total logistics costs: (i) measures to increase supply chain predictability and to reduce hedging costs, (ii) measures to enhance best practices in governance, in order to phase out rent-seeking activities and therefore overhead logistics costs, (iii) reforms to increase efficiency in market structure.

Hence, in practical terms supply chain predictability and performance might be improved by pursuing the following initiatives: (i) enhancing initiation of transit at the gateway or port through a streamlined transit regime, preferably using IT and based on quality and risk assessment system; (ii) improving clearance at destination; (iii) boosting market competition, by dismantling anticompetitive practices and upgrading entry requirements based on compliance and quality standards; (iv) re-engineering of transit regimes.

El objetivo general de este trabajo, según señalan las bases, consiste en realizar un análisis detallado del transporte de carga terrestre a nivel nacional, sobre la base de una revisión cuidadosa de todos los elementos que involucran dicha actividad, y acorde a las nuevas condiciones tanto en el desarrollo de infraestructura como la gestión empresarial y competitividad entre los distintos modos terrestres.

Por otra parte, de acuerdo con las bases, entre los objetivos específicos del estudio cabe destacar los siguientes:

• Realizar un análisis detallado de la demanda y oferta del transporte de carga terrestre a nivel nacional.
• Determinar una zonificación del negocio del transporte de carga terrestre.
• Determinar grados de empresarización del sector.
• Determinar unidades de negocios de transporte de carga a nivel nacional.
• Determinar los costos involucrados del transporte de carga terrestre por uso de la infraestructura vial.
• Determinar una estructura de costos por unidad de negocio.
• Estudiar la competencia entre modos de transporte de carga terrestre y, también, la participación de este modo en la operación multimodal.
• Analizar la estructura tributaria del transporte de carga y analizar los impactos de una
reducción de impuestos específicos.

The final report tries to answer the following questions: How can environmental impacts of transport be measured? How can measurements be transformed into operational indicators? How can several indicators be jointly considered? And how can indicators be used in planning and decision making? Firstly we provide definition of 'indicator of environmental sustainability in transport'. The functions, strengths and weaknesses of indicators as measurement tools, and as decision support tools are discussed. We define what "environmental sustainability in transport" may mean through the transport system, the concepts of sustainable development and of environment. The concept of 'chain of causality' between a source and a final target is developed, as a common reference for indicators and assessments. As the decision making context influences the perceived and actual needs for indicators and methods, we also analysed the dimensions and context of decision making. We derived criteria and methods for the assessment and selection of indicators of environmental sustainability in transport, in terms of measurement, monitoring and management. The methods and the criteria are exemplified for seven chains of causality. Methods for a comprehensive joint consideration of environmentally sustainable indicators are analyzed and evaluated. They concerned aggregated or composite indicators as well as multi-criteria methods. Five case studies are presented. Finally, recommendations for continued research and development of indicators and joint considerations methods for assessment of environmental sustainability in transport are given.

En el estudio Impacto del Transporte y la logística en el Comercio Internacional del Paraguay, elaborado para la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID), por Carana Corporation. durante el año 2006 en colaboración con la Cámara Nacional de Comercio y Servicios de Paraguay (CNCSP), se identificó el impacto de diferentes sobrecostos existentes que impactan negativamente en el Comercio Exterior del Paraguay por la aplicación de prácticas burocráticas desactualizadas e innecesarias.

Como una continuación de los estudios realizados, el presente trabajo, sintetiza los resultados de esta segunda fase del estudio del Impacto del Transporte y la Logística en el Comercio Internacional del Paraguay. El presente componente tiene como objeto profundizar los resultados ya obtenidos, complementar los análisis y herramientas respectivas, capacitar a la contraparte para su autosuficiencia en el manejo de estas herramientas y proponer medidas de cambio, que posibiliten el logro de un mejoramiento en la eficiencia del transporte y la logística en el inmediato plazo.

En base a lo arriba indicado, se está procediendo a fortalecer la capacidad de la Cámara Nacional de Comercio y Servicios del Paraguay, a través del Foro de Transporte y Logística, para que el esfuerzo que se ha hecho sea sustentable y no esté estrictamente vinculado a la asistencia de organismos de cooperación. Este fortalecimiento, se ha basado en desarrollar una labor integrada de una mayoría de técnicos locales con los especialistas internacionales.

Impacto del transporte y de la logística en el comercio internacional del Paraguay

La condición geográfica de Paraguay como país sin litoral marítimo (SLM) es un factor el cual origina una desventaja competitiva, por cuanto genera una dependencia de los tránsitos terrestres y de las operaciones de transbordo fluviomarítimo en los países vecinos. En el Paraguay el transporte y logística son materias de cuya excelencia puede depender la competitividad de las exportaciones y la eficiencia de los procesos de importación con mayor gravitación de lo que resultan estos factores en países que poseen litoral propio.

El escenario internacional de integración y globalización del comercio, en conjunto con la posible adhesión del Paraguay a otros acuerdos comerciales, hacen gravitar cada día más a la necesidad de mejorar la calidad del transporte, de la logística y de la facilitación del comercio, en función de que la competitividad cada vez depende en mayor grado de estos factores y en menor proporción de los factores arancelarios. En función de la importancia que reviste la materia del transporte y la logística en el contexto arriba indicado, se ha desarrollado esta investigación, la cual pretende identificar los sobrecostos del transporte y logística internacional del Paraguay y delinear los remedios para minimizar las razones de la pérdida de competitividad.

En este marco, en el presente trabajo, se han relevado en alto grado de detalle todos los costos directos e indirectos (costos de inventario de demoras y costos financieros) para 10 corredores de exportación e importación en los cuales se analizó la secuencia de las transacciones, desde el preembarque hasta la llegada del producto al puerto de destino y en el caso de la importación desde su embarque hasta la llegada al depósito del consignatario. En el análisis, se han identificado y cuantificado los sobrecostos existentes en el proceso de exportación e importación para estos productos y corredores. Cuando los datos lo permitieron, se ha calculado los sobrecostos al nivel macro de la economía paraguaya.

Trade Logistics and Regional Integration in Latin America and the Caribbean

During the past few decades, the landscape of the world economy has changed. New trade patterns reflect the globalization of the supply chain and intra-industry trade, and increasing flows between neighboring countries and trading blocs with similar factor endowments. Similarly, the approach to production, trade, and transportation has evolved incorporating freight logistics as an important value-added service in global production. This integrated approach have become essential, and as such, both the trade agenda and freight logistics are beginning to converge providing an unparalleled opportunity for countries to deepen their integration with neighboring countries and their national performance in transport related services. Consequently, developing countries are finding themselves hard-pressed to adjust their policy agendas to take into account costs not covered in past rounds of trade negotiations.

This paper focuses on the importance of freight logistics in trade facilitation measures, examines the transport and logistics cost in international trade, addresses logistics performance in Latin America and the Caribbean and regional initiatives to advance the integration process and finally, exchanges views on the potential for trade logistics to impact the regional agenda and to deepen integration.

El Ministerio de Transportes y Telecomunicaciones (MTT), a través de la Subsecretaría de Transportes ha encargado a la Dirección de Investigaciones Científicas y Tecnológicas (DICTUC), la realización del estudio denominado “Análisis de Regulaciones sobre el Transporte de Carga Urbano y su impacto en la Cadena Logística”.

El propósito principal del estudio es proponer y analizar distintos tipos de regulaciones sobre el transporte de carga, que permitan disminuir las externalidades provocadas por la circulación de este tipo de vehículos a nivel urbano y analizar su impacto en la cadena logística de las principales actividades económicas que se realizan en Santiago.

Para esto se definieron los siguientes objetivos específicos:
Proponer diversos tipos de regulaciones sobre el transporte de carga urbano que permitan reducir las externalidades generadas por este modo de transporte.

Evaluar económicamente las regulaciones propuestas, desde el punto de vista social y privado. En este último caso, determinando el impacto de cada una de ellas sobre las principales cadenas logísticas que operan en la capital.

Realizar un análisis de la operación de las principales cadenas logísticas que operan en la capital, de tal forma que este análisis permita cuantificar los impactos solicitados en el punto anterior.

Estimating Demand for Infrastructure in Energy, Transport, Telecommunications, Water and Sanitation in Asia and the Pacific: 2010-2020

Infrastructure plays a key role in promoting and sustaining rapid economic growth. Properly designed infrastructure can also make growth more inclusive by sharing its benefits with poorer groups and communities, especially by connecting remote areas and small and landlocked countries to major business centers. Even if the Asia-Pacific region has witnessed progress in infrastructure development, the growth of infrastructure lags behind its economic growth, and also behind international standards of infrastructure quantity and quality. Inadequate infrastructure can hamper the potential economic growth of Asian countries, weaken their international competitiveness, and adversely affect their poverty reduction efforts. The circumstances and effects of the recent economic and financial crisis provide a number of reasons to further develop national and regional infrastructure in Asia. Among these reasons is that regional infrastructure enhances competitiveness and productivity, which could help in economic recovery and in sustaining growth in the medium to long-term. Regional infrastructure also helps increase standard of living and reduce poverty by connecting isolated places and people with major economic centers and markets, narrowing the development gap among Asian economies. This paper estimates the need for infrastructure investment, including energy, transport, telecommunications, water, and sanitation during 2010-2020, in order to meet growing demands for services and facilitate further rapid growth in the region. By using "top-down" and "bottom-up" approaches, this paper provides a comprehensive estimate of Asia's need for infrastructure services. The estimates show that developing countries in Asia require financing of US$776 billion per year for national (US$747 billion) and regional (US$29 billion) infrastructure during 2010-2020 to meet growing demand.

Criterios de movilidad urbana: el primer paso hacia una movilidad racional

La ciudad es la auténtica cuna de todas las virtudes, defectos y rutinas de la circulación de vehículos y personas. Las ciudades, sufren en la actualidad un alto grado de indisciplina en el tráfico y en el aparcamiento, y en general no tienen suficiente transporte público para ofrecer una alternativa real y eficiente al uso del transporte privado.

En la última encuesta elaborada por la Fundación RACC, centrada en la circulación urbana, un 22,3% de los entrevistados admitían abiertamente cruzar las vías urbanas sin utilizar los pasos de peatones, lo cual quiere decir que 7 millones de españoles tienen una alta probabilidad de sufrir un accidente en el ámbito urbano. De otro lado, un 16% de los entrevistados “confesaban” no respetar los límites de velocidad en ciudad cuando se ponían al volante. Unos datos que en números absolutos equivalen a 1.900.000 conductores: cifras que invitan a la reflexión.

Ante esta realidad, resulta imprescindible la aplicación de unos criterios de movilidad urbana básicos que sean el pilar para propiciar un cambio de actitudes en la movilidad diaria de las personas. De igual modo, es necesario reivindicar que el Código de Circulación considere los criterios de circulación urbana más allá de la actual regulación, centrada exclusivamente en la circulación en carretera. Desde hace años, la Fundación RACC participa juntamente con diferentes administraciones en la elaboración de los criterios para fijar objetivos de movilidad urbana, audita la gestión a petición de los interesados, les ayuda a conocer la opinión de la ciudadanía y, todo ello, manteniendo siempre la libertad de crítica.

Freight Transportation: The Latin American market

Latin America is a key trading region for the United States, Canada, and Mexico, the North American Free Trade Agreement (NAFTA) countries. The Federal Highway Administration, American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study to examine characteristics of trade flows between NAFTA and Latin American countries and learn how countries handle trade-related transportation infrastructure, border crossings, and freight security.

The delegation observed that while the countries visited —Bahamas, Brazil, Argentina, Uruguay, Chile, Panama, and Mexico— depend heavily on trade, the economic downturn has aggravated financial and infrastructure challenges in those countries and limited trade expansion. Ports are major centers of trade for the countries, and the Panama Canal is emerging as the region’s most strategic facility for NAFTA countries.

The scanning team’s recommendations include continued monitoring of the Latin American market and the impact of trade on transportation infrastructure. The team also recommends that NAFTA countries work closely with Latin American countries and port authorities to coordinate border crossing and freight security strategies.

What impact has globalisation had on transport? And what have been the consequences for the environment? This book analyses these issues in detail. It is based on a series of papers prepared for an OECD/ITF Global Forum on Transport and Environment in a Globalising World, held in Guadalajara, Mexico, 10-12 November 2008 (see www.oecd.org/env/transport/GFSD). The original papers have been updated and edited, primarily in order to avoid overlap from chapter to chapter, and have been brought together in this volume to provide policy makers with a comprehensive overview of the interactions between globalisation, transport and the environment.
This book looks in detail at how globalisation has affected activity levels in maritime shipping, aviation, and road and rail freight, and assesses the impact that changes in activity levels have had on the environment. The book also discusses policy instruments that can be used to address negative environmental impacts, both from an economic perspective and from the point of view of international law.

Mejora de la seguridad vial en el mundo: Establecimiento de objetivos regionales y nacionales para la reducción de víctimas por accidentes de tráfico

Se estima que cada año, en el mundo mueren 1,2 millones de personas por accidentes de tránsito y otros 50 millones resultan heridos en ellos. Las proyecciones indican que, sin un renovado com¬promiso con la prevención, estas cifras seguirán en aumento, principalmente en los países de ingresos bajos y medianos donde se concentra aproximada¬mente un 85% de esas muertes.

La CEPAL, durante el año 2008 y 2009, ejecutó en conjunto con las otras 4 comisiones regionales de las Naciones Unidas, el proyecto: Mejoramiento de la Seguridad Vial Mundial: Establecimiento de metas nacionales y regionales de reducción de accidenabilidad vial, financiado por la cuenta del desarrollo de las Naciones Unidas. El proyecto de dos años de duración, tuvo como objetivo: Ayudar a los países a desarrollar metas nacionales y regionales de reducción de muertos y heridos por accidentes de tránsito y proveer ejemplos de buenas prácticas que puedan ayudarles a alcanzar dichas metas al 2015.

En el marco de este proyecto, se organizó una serie de reuniones subregionales: en Argentina para el Cono Sur, en Panamá para los países del proyecto Mesoamérica y en Georgetown, Guyana para los países del Caribe agrupados en CARICOM. Del mismo modo, las recomendaciones del proyecto y la realidad de América Latina y el Caribe fueron presentados en la Primera Conferencia Global de Seguridad Vial, desarrollada en Moscú en noviembre del 2009.

Se presenta a continuación el informe final del proyecto y las recomendaciones de políticas que emanan del trabajo realizado en este período por las Comisiones Regionales de Naciones Unidas y los países participantes en las actividades realizadas.

¿Cómo influye el sistema laboral de las empresas de transporte público en la problemática del tránsito limeño?

Esta investigación nace de la preocupación por entender la problemática del tránsito limeño desde una perspectiva poco analizada: la de las empresas de transporte público. Es común escuchar calificativos negativos de los limeños hacia los choferes y cobradores que participan en el tránsito. Nosotros queremos alejarnos de dichos calificativos que, a nuestro entender, se producen sin siquiera conocer la realidad del tránsito en general. Así, buscamos entender por qué los choferes manejan de la manera que lo hacen. Consideramos que uno de los factores clave que explica el modo de manejar de los choferes recae en el sistema laboral en el que se encuentran. No es que los choferes sean “unas bestias” com muchos limeños los caracterizan, sino que están inmersos en un sistema laboral que quizá los obliga a manejar así o, por lo menos, no desincentiva dicha práctica de manejo. Fue este el interés el que dio origen a dicha investigación. Creemos que para entender el modo de manejo de los choferes, que es uno de los principales causantes del caos en el tránsito limeño, es fundamental comprender cómo funcionan las empresas de transporte público para las que ellos trabajan.

Lima: megaciudad y megaproblemas

Con casi ocho millones de habitantes, una larga historia y un territorio conurbado de enormes dimensiones, Lima avanza a ser catalogada pronto como una megaciudad. Para muchos analistas ya lo es de alguna manera. Ciertamente, cualquier repertorio de relatos quedará corto para mostrar las dificultades históricas y políticas que hemos acumulado y sobre las que aún estamos construyendo la ansiada gobernabilidad de nuestra metrópoli.

Desde las implicancias de nuestro entorno físico y la crudeza del desierto sobre el que construimos la ciudad, hasta la importancia crucial de “los ecosistemas de soporte” que hacen posible los balances que nos permiten continuar construyendo ciudad. Desde la compleja dinámica entre población y territorio y la importancia de la transición demográfica que nos podría llevar a convertirnos en una ciudad inviable, hasta el enfoque de ciudad como sistema económico y como tejido de relaciones socio-productivas no siempre equilibradas.

Export Performance and Trade Facilitation Reform: Hard and Soft Infrastructure

The authors estimate the impact of aggregate indicators of “soft” and “hard” infrastructure on the export performance of developing countries. They build four new indicators for 101 countries over the period 2004-07. Estimates show that trade facilitation reforms do improve the export performance of developing countries. This is particularly true with investment in physical
infrastructure and regulatory reform to improve the business environment. Moreover, the findings provide evidence that the marginal effect of infrastructure improvement on exports appears to be decreasing in per capita income. In contrast, the impact of information and communications technology on exports appears increasingly important for richer countries. Drawing on estimates, the authors compute illustrative exports growth for developing countries and ad-valorem equivalents of improving each indicator halfway to the level of the top performer in the region. As an example, improving the quality of physical infrastructure so that Egypt’s indicator
increases half-way to the level of Tunisia would increase exports by 10.8 percent. This is equivalent to a 7.4 percent cut in tariffs faced by Egyptian exporters across importing markets.

Country Guidelines for the Conduct of Road Safety Management Capacity Reviews and the Specification of Lead Agency Reforms, Investment Strategies and Safe System Projects

In support of the World Report, several documents have been published recently. The Country guidelines for the conduct of road safety management capacity reviews published by the World Bank goes through each of the above recommendations and provides detailed advice for how to take them forward. It also suggest a specific management system also based on the safe systems principles and focusing on results.

The road safety management system is suggested divided in 3 areas:

  • Results (social cost, final outcomes, intermediate outcomes and outputs)
  • Interventions focusing on the road network (planning/design/operation, vehicles/drivers, recovery/rehabilitation of crash victims)
  • Institutional Management Functions (coordination, legislation, funding and resource allocation, monitoring and evaluation, and research/development and knowledge transfer)

The Country guidelines furthermore explain how management capacity can be build by using the road safety management system in the different stages of appraisal and implementation. Supporting tables and questionnaires are given to help assess the situation and provide assistance in identifying Safe System implementation projects strengthening the overall management system too.

It is based on material collected for the OECD-ITF Joint Transport Research Committee’s Working Group report on GHG emission reduction strategies which was released in 2010.

Transport sector policies already contribute to moderating greenhouse gas emissions from road vehicles. They are increasingly designed to contribute to overall societal targets to mitigate climate change. While abatement costs in transport are relatively high, there are plausible arguments in favour of further abatement in this sector.

Fuel taxes are a good instrument. Fuel economy standards are potentially justified because of the limited performance of markets in terms of improving fuel economy. The empirical basis to decide upon combinations of fuel economy standards and fuel taxes, however, remain weak.

Moving freight with better trucks: Improving safety, productivity and sustainability

This report identifies potential improvements in terms of more effective safety and environmental regulation for trucks, backed by better systems of enforcement, and identifies opportunities for greater efficiency and higher productivity.

The report is based on a review of literature, consultation among stakeholders, and research and analysis from working group members. It also presents the results of a comprehensive benchmarking study of 39 truck configurations in operation around the world – from typical workhorse vehicles to very high capacity vehicles – and assesses their performance in terms of dynamic stability, productivity and impact on the infrastructure.
