Informe de la Reunión de Expertos sobre la situación actual y perspectivas de la integración centroamericana

A lo largo de su historia, la Sede Subregional de la CEPAL en México ha trabajado en el tema de la integración centroamericana, haciendo estudios sobre este proceso; ha ofrecido asistencia técnica y ha facilitado la comunicación y coordinación entre los distintos actores involucrados en el tema de la integración centroamericana.

La Reunión de Expertos sobre la situación actual y perspectivas de la integración centroamericana tiene el propósito de dar seguimiento a los avances en este proceso; a la luz, sobre todo, de los compromisos asumidos por los presidentes centroamericanos en su reunión extraordinaria en San Salvador en julio de 2010.

La declaración conjunta y el plan de trabajo aprobados por los presidentes de cada uno de los países de Centroamérica representan un avance importante en el ámbito de la integración centroamericana. La declaración le dio un sentido estratégico a la integración al centrarla en cuatro temas fundamentales: la seguridad, el cambio climático y la prevención de desastres, la integración económica y la integración social. También atendió a la necesidad de fortalecer la institucionalidad que debe dar seguimiento y asegurar una visión regional a este proceso de mayor interdependencia en distintos ámbitos.

This book provides border management policymakers and reformers with a broad survey of key developments in and principles for improving trade facilitation through better border management, including practical advice on particular issues. In contrast to the traditional border management reform agenda, with its focus on improving customs operations, this book addresses both customs reform and areas well beyond customs-a significant broadening of scope. The book thus presents a new, more comprehensive approach to trade facilitation through border management reform: an approach that embraces a much wider, 'whole of government' perspective.

The objective of this book is to summarize and provide guidance on what constitutes good practices in border management looking beyond customs clearance. The contributions to the volume make clear that there are no simple or universally applicable solutions. Instead, the aim is to provide a range of general guidelines that can be used to better understand the complex border management environment and the interdependencies and interrelationships that collectively need to be addressed to secure meaningful change and improvement.

Freight Transportation: The Latin American market

Latin America is a key trading region for the United States, Canada, and Mexico, the North American Free Trade Agreement (NAFTA) countries. The Federal Highway Administration, American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study to examine characteristics of trade flows between NAFTA and Latin American countries and learn how countries handle trade-related transportation infrastructure, border crossings, and freight security.

The delegation observed that while the countries visited —Bahamas, Brazil, Argentina, Uruguay, Chile, Panama, and Mexico— depend heavily on trade, the economic downturn has aggravated financial and infrastructure challenges in those countries and limited trade expansion. Ports are major centers of trade for the countries, and the Panama Canal is emerging as the region’s most strategic facility for NAFTA countries.

The scanning team’s recommendations include continued monitoring of the Latin American market and the impact of trade on transportation infrastructure. The team also recommends that NAFTA countries work closely with Latin American countries and port authorities to coordinate border crossing and freight security strategies.

Seguridad en la operación del transporte de carga carretero

El presente documento analiza desde una perspectiva integral la seguridad en la operación del transporte de carga por carretera, la cual es un tema de suma relevancia para las economías globalizadas y por lo mismo, las empresas de transporte y en particular las de transporte de carga por carretera deben incorporar medidas que le permitan proveer un servicio seguro y competitivo. El presente documento, aborda la Seguridad en las Operaciones de Transporte de Carga por Carretera (TCC) en dos ámbitos: a) La seguridad operacional, incluyendo las operaciones anexas y complementarias al transporte tendientes a proveer un servicio seguro, así como las medidas que deben adoptarse para hacer frente a delitos, robos y actos terroristas que afectan gravemente el nivel de servicio y la estructura de costos de los operadores. b) La seguridad vial desde una perspectiva empresarial, con el fin de analizar las implicancias de este flagelo en la operación de la industria del transporte.

El presente trabajo estructura el conocimiento teórico y práctico existente en las operaciones de TCC desde una perspectiva integral, abordando los desafíos y las buenas prácticas para estructurar operaciones de TCC seguras y eficientes en la reducción de los factores de riesgo de accidentes, robos o pérdidas durante la ejecución de las operaciones de transporte de carga y sus servicios anexos y complementarios. Hasta ahora en temas de seguridad en América Latina, el TCC ha sido por lo general conducido por las exigencias de sus clientes y no se observa un trabajo sistemático que, desde la industria, aborde esta problemática.

Promoting safety and value in Britain’s railways

This is our plan for 2009-10, the first year of our 2009-14 strategy.

2009-10 will be a tough year for the railways. As well as facing a difficult economic climate, the industry will need to start to deliver the challenging commitments from the periodic review we concluded in 2008. But we are sure that the longer term prospects remain good. The industry has shown it can deliver improved safety, quality for customers and efficiency. By building on this and doing more, it can make an increasing contribution to the sustainable development of the economy. Effective independent regulation plays a key role in ensuring the industry can and does meet the expectations placed on it, and providing assurance of this to users and funders.

Our vision is that Britain’s railways should deliver safety, performance and efficiency equivalent to the best comparable railways in the world. If the railways are to approach this, the industry will need to make further significant improvements, focusing on the needs of passengers and freight customers and the value it offers to them and funders. It will need to continue to work to improve its health and safety record. All this will require excellence in asset management and planning and the management of capital projects, alongside making the best use of existing capacity and ensuring that the industry’s people have the right skills and
information.
