El objetivo fundamental de esta guía es poder ayudar a ingenieros, planificadores, especialistas ambientales y administradores de caminos a tomar buenas decisiones, proteger el ambiente, y construir buenos caminos de bajo volumen. Los aspectos claves que deberían tomarse en cuenta durante la planificación de un proyecto de camino son los cambios o los impactos negativos que pueden inducirse en una cierta región por la presencia del camino, los cuales pueden resultar importantes a la vez que irreversibles o que pueden ser difíciles de mitigar. Por lo tanto, habrá necesidad de analizar la rentabilidad a largo plazo de un proyecto de camino, en lo que se refiere a costos en los aspectos sociales, ambientales y fiscales.

Dangerous by Design: Solving the Epidemic of Preventable Pedestrian Death (and Making Great Neighborhoods) ranks metropolitan areas based on the relative danger of walking.

Nearly 5,000 Americans die preventable deaths each year on roads that fail to provide safe conditions for pedestrians. More than 43,000 Americans – including 3,906 children under 16 – have been killed this decade alone. More than 76,000 Americans have died in the last 15 years. This is the equivalent of a jumbo jet going down roughly every month, yet it receives nothing like that kind of attention

This report is a joint effort of the Surface Transportation Policy Partnership and Transportation for America. Written by Michelle Ernst and Lilly Shoup, it builds on the research and analysis of a number of national organizations and policy experts who are working at the intersection of transportation, public health and safety, social equity, and the environment.

Policies and Measures to Mitigate Potential Environmental Impacts of Cross Border Infrastructure Projects in Asia

While bringing positive impacts and benefits, cross-border infrastructure projects face additional challenges relative to national projects. Moreover, such projects involve a variety of technical, regulatory, institutional, and legal factors, and their obstacles constrain the development of cross-border infrastructure projects. This paper argues that proper technical specifications and well-functioning regulatory, institutional and legislative/legal frameworks with clearer lines of oversight are crucial to getting such projects off the ground in the first place and to ensure that they operate properly and reliably while minimizing their environmental impacts. It is pointed out that many issues in theses areas need to be addressed at the national level. The paper concludes that such domestic efforts, coupled with regional frameworks and arrangements wherever necessary, will promote the further development of cross-border infrastructure projects.

PIARC Catalogue of design safety problems and potential countermeasures

This catalogue presents a set of commonly design errors and suggests a range of measures to overcome them; it also gives an indication of the comparative countermeasure costs to facilitate prioritisation of the work. The catalogue can be used both as a proactive safety tool to ensure the design faults do not arise in the first place, or a reactive safety tool to assist in designing cost-effective countermeasures where problems already exist on the road network.

Tools for road tunnel safety management

This report is dedicated to the basic tools needed for management and decision support on road tunnel safety issues.

It defines the general demands on tunnel safety documentation, referring to each of the three different stages of a tunnel project: design-construction, commissioning, operation. An overview table and detailed checklists are given.

It deals with collection of incidents and their analysis. The report defines the significance of incidents to be recorded and presents the basic data collection requirements, along with a variety of practical feedback from different countries and recent research projects databases.

The report presents safety inspections as a tool to assess the current tunnel safety level whether within a legal framework or whether against an accepted level of risk. It presents an organisational scheme based on the EU Directive 2004/54/EC. The contents of a safety inspection are given along with a comprehensive roadmap with all the necessary steps and preparation needed to carry out a safety inspection.

Design Flexibility Considerations for Built Urban Environments

TRB’s National Cooperative Highway Research Program (NCHRP) Research Results Digest 337: Design Flexibility Considerations for Built Urban Environments explores issues related to the use of roadway design exceptions or variances. The report also examines processes designed to help manage the use of exceptions or variances, and highlights potential means to provide a timely procedure for addressing design exceptions or variances.

A los efectos de servir de orientación y recomendación para los directores de obras marítimas o portuarias, se considera de interés el sintetizar y recoger en un documento los distintos aspectos que suponen “buenas prácticas” de ejecución de obras, conforme a la experiencia adquirida en la construcción de obra marítima en España. Este documento, editado y distribuido por Puertos del Estado entre las Autoridades Portuarias, puede servir para complementar la formación de los directores de obra de los puertos. La Guía de buenas prácticas para la ejecución de obras marítimas es el resultado del esfuerzo conjunto de un grupo de trabajo constituido por ingenieros portuarios españoles de reconocido prestigio y dilatada experiencia profesional en la ejecución de obra marítima.
