El transporte de carga ha abierto amplios horizontes para la economía internacional, permitiendo el avance de la especialización geográfica y que la industria utilice fuentes de servicio a escala global. Aún así, el mercado de transporte en América del Sur exige una integración adicional, incluyendo la conexión de todos los puntos nodales dentro de la región hasta las regiones fronterizas, casi siempre aisladas.
Dentro de las cargas transportadoras el transporte por ferrocarril en América del Sur sigue siendo el de menor importancia tanto a nivel nacional como subregional. Pero con el auge de la exportación y el interés renovado en el desarrollo de infraestructura crece la posibilidad de crear un nuevo enfoque, que incluye no solo la percepción unimodal, sino también la multimodal o intermodal.
Se destaca las posibilidades del transporte ferroviario de conectar regiones aisladas con las vías fluviales lo cual permite el fácil acceso a los puertos marítimos aguas abajo. En el presente estudio, se analiza este potencial bajo una visión conducente al desarrollo sustentable del transporte, con un impacto menor sobre el medio ambiente.
En base a un planteamiento metodológico y ejemplos, se llega a la conclusión de que es necesario iniciar un proceso político que tome en cuenta los impactos del transporte y la movilidad de las cargas. Este proceso debe poner énfasis en el potencial del desarrollo económico de regiones aisladas a través de la integración de los modos ferro-fluvial en América del Sur. Una visión unificada y la implementación de una política de transporte regional integrada puede resolver distorsiones y crear competitividad y eficiencia no solamente dentro del sector de transporte, sino también en su interacción con los otros sectores económicos y también sociales.

This designates maritime logistics as an economic sector with favorable perspectives for development. The present study – using as a starting point a forecast of the development of world trade up to the year 2030 – deals with development trends in cargo shipping and the related impact on ports in the European trade areas.

Principios de políticas de infraestructura, logística y movilidad basadas en la integralidad y la sostenibilidad

El presente trabajo plantea que la falta de aprovechamiento del potencial para el desarrollo de la infraestructura y los servicios de transporte en América Latina radica no sólo en la baja de la inversión pública en el sector sino también en ciertas carencias en el uso de instrumentos y herramientas de planeamiento estratégico que agravan el diagnóstico: i) la ausencia de visiones integradas de las políticas de infraestructura, transporte, logística y movilidad; y ii) la falta de aplicación de criterios de sostenibilidad en el diseño y ejecución de las políticas, especialmente en los servicios de infraestructura de transporte.
Planteada la hipótesis del trabajo, el documento se centra en la argumentación de dicha problemática basada en la falta de integralidad y sostenibilidad en las políticas de infraestructura y sus servicios. Para ello, tras una breve descripción de los conceptos propuestos para el análisis y justificación de la importancia de los mismos; se efectúa un resumen del diagnóstico de América Latina en materia de integralidad y sostenibilidad en sentido amplio (aspectos económicos, sociales, institucionales y medioambientales), los que surgen de un vasto programa de investigación efectuado en el marco de la Cooperación CEPAL, Naciones Unidas-Puertos del Estado, Ministerio de Fomento del Gobierno de España, con el apoyo de la Agencia Española de Cooperación Internacional para el Desarrollo. Las principales conclusiones indican que, por una parte, las políticas emprendidas en la región carecen de integralidad pues se plantean en un marco segmentado para el desarrollo de actividades que están interrelacionadas en su propia naturaleza, han carecido de una visión de largo plazo y no han contado con una institucionalidad apropiada que incluya marcos normativos regulatorios eficaces e instrumentos de fiscalización adecuados. Por otra parte, los países de la región presentan una ausencia de criterios de sostenibilidad en sus políticas, donde en la mayoría de los casos existen menciones sobre el tema dentro de las políticas y planes de transporte y sus servicios asociados de infraestructura; pero también se observa muy poco desarrollo e implementación efectiva.

Informe de la Reunión de Expertos sobre la situación actual y perspectivas de la integración centroamericana

A lo largo de su historia, la Sede Subregional de la CEPAL en México ha trabajado en el tema de la integración centroamericana, haciendo estudios sobre este proceso; ha ofrecido asistencia técnica y ha facilitado la comunicación y coordinación entre los distintos actores involucrados en el tema de la integración centroamericana.
La Reunión de Expertos sobre la situación actual y perspectivas de la integración centroamericana tiene el propósito de dar seguimiento a los avances en este proceso; a la luz, sobre todo, de los compromisos asumidos por los presidentes centroamericanos en su reunión extraordinaria en San Salvador en julio de 2010.
La declaración conjunta y el plan de trabajo aprobados por los presidentes de cada uno de los países de Centroamérica representan un avance importante en el ámbito de la integración centroamericana. La declaración le dio un sentido estratégico a la integración al centrarla en cuatro temas fundamentales: la seguridad, el cambio climático y la prevención de desastres, la integración económica y la integración social. También atendió a la necesidad de fortalecer la institucionalidad que debe dar seguimiento y asegurar una visión regional a este proceso de mayor interdependencia en distintos ámbitos.

Integration and policy development thematic research summary

The theme of this TRS is Integration and Policy Development. The first part of the paper includes a brief analysis of the scope of the theme, and a policy review where the main policy developments at EU level are summarised.
The Integration and Policy Development theme is wide ranging, covering all transport modes and overlapping with several other themes. It includes upstream analysis of policy options, long-term visions and scenario-building, as well as transport planning aspects on a transversal level, e.g. taking into account economic, environmental, social, land use or other factors.
This paper summarises results of 12 projects (11 of them EU projects and 1 national activity), spread across four sub-themes:

Developing Tajikistan's transport sector

As a small landlocked country, Tajikistan depends on external trade for its development, and its export-driven businesses in agriculture and industry require transport that is fast, reliable, and cheap. Tajikistan must increase its connectivity to world markets. The country partnership strategy for 2010–2014 aims to develop transport infrastructure, build human capacity, and achieve good governance. Tajikistan is active in the Central Asia Regional Economic Cooperation (CAREC) Program, which aims to develop seamless connectivity in the region. Tajikistan has also developed a national transport sector master plan with Asian Development Bank (ADB) assistance. The plan is supportive of CAREC’s Transport and Trade Facilitation Strategy (2008–2018) and Tajikistan’s national development program. ADB will provide financial and technical assistance to support its implementation.

In view of Asia's huge infrastructure needs, as well as the reduced demand for exports due to the ongoing global financial and economic crisis, infrastructure projects offer a way of increasing regional demand and intraregional trade. This policy brief proposes various ways to tap Asia's huge financial resources to fund essential infrastructure. The key challenges include integrating financial markets to mobilize Asian savings for infrastructure, and providing proper incentives to investors, particularly those in the private sector, by developing appropriate policies, regulations, and institutions and long-term innovative financial instruments.

Coordination of public expenditure in transport infrastructure: Analysis and policy perspectives for Latin America

Multinational transport infrastructure (MTI) projects are fraught with coordination issues. This paper contributes by identifying the key issues necessary for effective MTI coordination, analyzing them using economic theory and putting them into perspective within the framework of major ongoing coordination efforts for MTI in Europe and Latin America. Specifically, this paper carries out the following. First, after mentioning the importance of transport infrastructure for growth and integration, we describe the characteristics of transport networks that make coordination essential. Second, we motivate the need for public funding of MTI projects. Third, we analyze interaction between countries in MTI projects using game theory, highlighting how coordination problems arise in both static and dynamic settings, focusing on the Stag Hunt and iterative-move coordination games under perfect information. Fourth, we evaluate the experience of the Trans-European Transport Networks (TEN-T), a key element of European transport policy, trying to identify lessons that might be useful for ongoing coordination efforts in Latin America. Fifth, we review the Initiative for the Integration of Regional Infrastructure in South America (IIRSA), describing how it works and how it has contributed to coordination of MTI projects. Sixth, we present policy implications derived from our analysis of economic theory and both the European and South American coordination experiences, specifically proposing how the coordination solutions that have been put in place in IIRSA could be improved through better evaluation and selection of MTI projects, measures aimed at easing the binding financial constraints, and closer coordination between governments. Finally, we conclude with a discussion that brings together the main results and implications of the paper, and suggests avenues for future work.

Se analiza la competitividad del sistema logístico de Uruguay desde una perspectiva internacional y se ofrecen recomendaciones sobre políticas para seguir mejorando la eficiencia. El estudio se centra en las políticas relacionadas con la mejora de la facilitación del comercio nacional y regional y evalúa el impacto económico más amplio de dichas reformas sobre los costos de la logística y el comercio.

Impact of transport and logistics on Nicaragua's trade competitiveness

This preliminary report is part of a research effort conducted under the Trade Enhancement Service Sector (TESS) project, under contract for the United States Agency for International Development (USAID) in Washington, DC. (Contract No. PCE-I-07-97-00014).
The TESS Project is intended to encourage and support enhancement of the trade and service sectors to promote economic development and country competitiveness. Specifically, the project provides technical support in advancing the understanding of constraints and competition in services sectors, such as transportation, and in developing and disseminating best practices for liberalization and enhancing systematic efficiency. The Nicaragua case study is the first of four case studies to be conducted throughout the course of the project. It was completed by Santiago Sedaca, Team Leader; Nimish Jhaveri, International Logistics Management Consultant; and Karen Adair, International Transport and Customs Consultant. Amanda Fonseca, a local research economist, and the Nicaragua-based transportation consulting firm, CONSULMAR, provided support.

During the past few decades, the landscape of the world economy has changed. New trade patterns reflect the globalization of the supply chain and intra-industry trade, and increasing flows between neighboring countries and trading blocs with similar factor endowments. This integrated approach have become essential, and as such, both the trade agenda and freight logistics are beginning to converge providing an unparalleled opportunity for countries to deepen their integration with neighboring countries and their national performance in transport related services. Consequently, developing countries are finding themselves hard-pressed to adjust their policy agendas to take into account costs not covered in past rounds of trade negotiations.
This paper focuses on the importance of freight logistics in trade facilitation measures, examines the transport and logistics cost in international trade, addresses logistics performance in Latin America and the Caribbean and regional initiatives to advance the integration process and finally, exchanges views on the potential for trade logistics to impact the regional agenda and to deepen integration.

Infrastructure plays a key role in promoting and sustaining rapid economic growth. Properly designed infrastructure can also make growth more inclusive by sharing its benefits with poorer groups and communities, especially by connecting remote areas and small and landlocked countries to major business centers. Even if the Asia-Pacific region has witnessed progress in infrastructure development, the growth of infrastructure lags behind its economic growth, and also behind international standards of infrastructure quantity and quality. Inadequate infrastructure can hamper the potential economic growth of Asian countries, weaken their international competitiveness, and adversely affect their poverty reduction efforts. The circumstances and effects of the recent economic and financial crisis provide a number of reasons to further develop national and regional infrastructure in Asia. Among these reasons is that regional infrastructure enhances competitiveness and productivity, which could help in economic recovery and in sustaining growth in the medium to long-term. Regional infrastructure also helps increase standard of living and reduce poverty by connecting isolated places and people with major economic centers and markets, narrowing the development gap among Asian economies. This paper estimates the need for infrastructure investment, including energy, transport, telecommunications, water, and sanitation during 2010-2020, in order to meet growing demands for services and facilitate further rapid growth in the region. By using "top-down" and "bottom-up" approaches, this paper provides a comprehensive estimate of Asia's need for infrastructure services. The estimates show that developing countries in Asia require financing of US$776 billion per year for national (US$747 billion) and regional (US$29 billion) infrastructure during 2010-2020 to meet growing demand.

While bringing positive impacts and benefits, cross-border infrastructure projects face additional challenges relative to national projects. Moreover, such projects involve a variety of technical, regulatory, institutional, and legal factors, and their obstacles constrain the development of cross-border infrastructure projects. This paper argues that proper technical specifications and well-functioning regulatory, institutional and legislative/legal frameworks with clearer lines of oversight are crucial to getting such projects off the ground in the first place and to ensure that they operate properly and reliably while minimizing their environmental impacts. It is pointed out that many issues in theses areas need to be addressed at the national level. The paper concludes that such domestic efforts, coupled with regional frameworks and arrangements wherever necessary, will promote the further development of cross-border infrastructure projects.

Las ideas que aquí se proponen se han pensado para el Perú, con un horizonte temporal de 30 años, es decir hasta el 2040. Esta propuesta trata principalmente del transporte terrestre vehicular, que es el campo en el que trabaja el autor desde hace más de nueve años y debe ser complementado para cubrir los otros modos, es decir no sólo del ferroviario sino también del aéreo y del acuático.
La presente propuesta es concordante con los lineamientos de Política Nacional del Sector Transportes, que establece la necesidad de tener una Visión integral de los servicios e infraestructura de transporte, con una Gestión integrada del sistema enfocada al usuario para mejorar la eficiencia, la seguridad y la calidad, mediante la Conservación prioritaria y efectiva de las infraestructuras y su desarrollo de acuerdo con la demanda y accesibilidad.
Así mismo, complementa la propuesta de planes anteriores así como la visión del Plan Estratégico de Desarrollo Nacional Perú 2021 del CEPLAN, dado que esta propuesta trasciende los horizontes temporales concebidos anteriormente.

El potencial de servicios multimodales en el corredor de transporte Asunción - Montevideo

El presente estudio analiza el potencial de desarrollo del transporte multimodal RoRo, entre Asunción del Paraguay y Montevideo, República Oriental del Uruguay. La implementación de tal sistema es considerada una combinación exitosa entre los sistemas de transporte terrestre y acuático. En este caso se relaciona con el uso de las vías de navegación interior, la infraestructura, las embarcaciones en el transporte fluvial y su capacidad para el transporte en grandes escalas y de vehículos de transporte terrestre, dentro de las cadenas logísticas.

Infrastructure for a Seamless Asia

In view of Asia's enormous untapped economic potential and the ongoing global economic and financial crisis, the challenge now is to build efficient and seamless connections across Asia and thus to the rest of the world for a more competitive, prosperous, and integrated region.
Critical questions include:
This ADB and ADBI flagship study analyzes the major challenges in developing regional infrastructure, particularly transport and energy—both hard and soft infrastructure—through fostering regional cooperation towards a seamless Asia. It evaluates existing regional infrastructure programs, policies, and institutions, and makes recommendations on what the region needs to address to meet these challenges and provides a framework for pan-Asian infrastructure cooperation.
The key message of the book is that now is the time to forge ahead with the goal of integrating this vast and diverse region—for the benefit of all its citizens and for a lasting and shared prosperity—through building pan-Asia infrastructure connectivity.
