El transporte de carga ha abierto amplios horizontes para la economía internacional, permitiendo el avance de la especialización geográfica y que la industria utilice fuentes de servicio a escala global. Aún así, el mercado de transporte en América del Sur exige una integración adicional, incluyendo la conexión de todos los puntos nodales dentro de la región hasta las regiones fronterizas, casi siempre aisladas.
Dentro de las cargas transportadoras el transporte por ferrocarril en América del Sur sigue siendo el de menor importancia tanto a nivel nacional como subregional. Pero con el auge de la exportación y el interés renovado en el desarrollo de infraestructura crece la posibilidad de crear un nuevo enfoque, que incluye no solo la percepción unimodal, sino también la multimodal o intermodal.
Se destaca las posibilidades del transporte ferroviario de conectar regiones aisladas con las vías fluviales lo cual permite el fácil acceso a los puertos marítimos aguas abajo. En el presente estudio, se analiza este potencial bajo una visión conducente al desarrollo sustentable del transporte, con un impacto menor sobre el medio ambiente.
En base a un planteamiento metodológico y ejemplos, se llega a la conclusión de que es necesario iniciar un proceso político que tome en cuenta los impactos del transporte y la movilidad de las cargas. Este proceso debe poner énfasis en el potencial del desarrollo económico de regiones aisladas a través de la integración de los modos ferro-fluvial en América del Sur. Una visión unificada y la implementación de una política de transporte regional integrada puede resolver distorsiones y crear competitividad y eficiencia no solamente dentro del sector de transporte, sino también en su interacción con los otros sectores económicos y también sociales.

Freight is closely tied to economic growth and is growing; unfortunately, the bulk of freight is moved by high energy-intensive and GHG-intensive modes (truck).
On behalf of the Transportation and Climate Initiative, Dr. James Winebrake recently conducted an analysis of all freight moving through the northeastern United States.
The presentation shows some examples of emissions, costs and time for freight routes, and potentially sets the stage for additional work in this area.

Un solo destino: La sustentabilidad. Reducción de las emisiones de gases de efecto invernadero generadas por el transporte de carga en América del Norte

El más reciente informe del Secretariado de la CCA conforme al artículo 13 del Acuerdo de Cooperación Ambiental de América del Norte (ACAAN) presenta una serie de hallazgos y recomendaciones sobre la sustentabilidad del transporte de carga en América del Norte.
Con base en los conocimientos, experiencia y perspectivas de más de 60 expertos en transporte, funcionarios gubernamentales, operadores y otros grupos interesados clave, el informe recomienda acciones que consideramos servirán de mucho para la sustentabilidad ambiental del sistema de transporte de América del Norte.
El informe concluye que las políticas, regulación e incentivos necesarios para lograr un transporte de mercancías ambientalmente sustentable —a escala regional— también permitirán que nuestro sistema de transporte de carga sea más eficiente, competitivo y seguro en términos de consumo de energía.

Globalisation, Transport and the Environment

What impact has globalisation had on transport? And what have been the consequences for the environment? This book analyses these issues in detail. It is based on a series of papers prepared for an OECD/ITF Global Forum on Transport and Environment in a Globalising World, held in Guadalajara, Mexico, 10-12 November 2008 (see www.oecd.org/env/transport/GFSD). The original papers have been updated and edited, primarily in order to avoid overlap from chapter to chapter, and have been brought together in this volume to provide policy makers with a comprehensive overview of the interactions between globalisation, transport and the environment.
This book looks in detail at how globalisation has affected activity levels in maritime shipping, aviation, and road and rail freight, and assesses the impact that changes in activity levels have had on the environment. The book also discusses policy instruments that can be used to address negative environmental impacts, both from an economic perspective and from the point of view of international law.

This book aims to help the policymaker and development community in general to understand the nature of the problems and policy dilemmas that landlocked countries face to trade with the rest of the World.
This volume presents an important breakthrough in the literature, by focusing on a new conceptual framework that challenges the previous paradigm based on physical infrastructure and state-led access solutions, embodied in many treaties. By recognizing that the main access problems for landlocked countries occur in the territory of the transit country, this volume provides a new approach to understand the set of incentives that drive the political economy and shape the institutions governing goods’ transit along corridors.
Overall, the policy levers available to overcome these barriers are based on universally applied principles, recognizing the need for re-engineering current transit regimes which have been implemented with little success outside Europe. A risk-approach to border control and technology use, along with trust building between private operators and public agencies, all point toward the need to encourage and formally recognize higher-quality trucking companies. Meanwhile, other modes of transportation represent an alternative to road transit, but they also entail disadvantages, suggesting that their role is likely to remain limited to niche segments, specific commodities and exceptional market circumstances.
